to Save Budget

This work is supported by the Invest to Save Budget. The
National Audit Office compared the ISB to a venture capital company. It is
essentially a form of venture capital intended to allow new and innovative
service delivery methods to be tested to determine whether or not they
should be implemented more widely across government. Our project is about
using one set of data to support service planning across the range of public
sector agencies in Gloucestershire. We aim to make this possible through the
use of coloured coded matrices and maps. This method preserves the
confidentiality of the data allowing it to be widely distributed and easily
understood.
Service Planning Toolkits
(Matrices)
MAIDeN Service Planning
Toolkits or Matrices are designed for when you want to look at a range of
data affecting an area or group of people. They summarise indicators and
present them in an easy to understand format using colours instead of
numbers. We can present data where releasing the actual numbers may be
difficult due to the need to maintain confidentiality.
For example you may be planning services
for older people and want to look at income, health, social services and
crime data. Our Older Peoples Matrix brings all these factors together,
and highlights areas where older people are likely to face
the most problems.
How do matrices work?
The matrices are based either on wards or
on Super Output Areas. (Super Output Areas are groups of around 1500 people and
there are usually 3 or 4 per ward).
We bring together all of the data items
relevant to the subject. Then for each data item
rate each area as either
RED,
AMBER
or GREEN
.
RED
indicates high levels of need or occurrence of problems - usually the top
10%;
AMBER
the next set of priority area - the next 25%; and
GREEN
indicates all other areas.
By adding up the number of reds, ambers and
greens that each ward has we can produce an overall ranking. The ward with
the most red and amber will be the one with the highest levels of need
overall.

The areas with the highest scores are those which
should be considered a priority when planning services for older people.
Our matrices are designed to highlight issues and to be a basis for
discussion. They need to be used in conjunction with local "on the ground"
knowledge.
